INTRODUCTION

Education is a tool that may be utilized in the process of nation-building. A person's latent abilities can also be discovered and developed with this tool. Literacy is the only way for any civilization to completely eradicate the problem of illiteracy. It is impossible to place enough emphasis on the significance of education to both the personal and national growth of a country (Assiter, & Gibbs 2021). It is a wonderful investment that every country may make in order to accelerate the growth of its economic resources, technological capabilities, and people resources. According to Isife and Ogakwe (2012), education is a potent instrument or weapon that may be utilized to eliminate ignorance, poverty, and illnesses, and develop individuals who are able to operate successfully within the community. According to Onwuka (2012), education is the tool that is utilized to liberate individuals from incapacitation and marginalization. Education is the instrument (Baird, 2022). The liberation of an individual from illiteracy, incapacitation, or social isolation almost always results in a shift in that person's pattern of conduct. This shift of perspective has an effect on the individual throughout his entire life (Apebende, 2013). Decree No. 33 of 1979, as revised by Decree No. 5 of 1993, was adopted by The Federal Polytechnic Statute in order to provide a legal framework for the construction of Federal Polytechnics in Nigeria. This was done in an effort to create a paradigm change in the educational system of the country. The production of middle-level labor in Nigeria, which is essential for the country's continued economic and technical advancement, was the primary motivation behind the founding of polytechnics in that country (Cardno, 2021). Without a reliable and high-quality technical education system, no nation could ever accomplish significant progress in the realm of national development. It is little wonder that Professor Uba Nwuba, a former Rector of the Federal Polytechnic in Oko, postulated that the cornerstone of Nigeria's technical emancipation is centered on polytechnics education. Students have the opportunity to receive an education that is highly technical, scientific, and research-based at polytechnics. It is depressing to note that these centers of learning, which were once the focus of everyone's attention in the industrialized economies of the globe, have been pushed to the background in Nigeria. This is something that has been seen in recent times. Because of a lack of proper funding from past governments, the majority of state-owned polytechnics are only a step or two beyond the level of a typical secondary school when it comes to their physical facilities (Assiter, & Gibbs 2021). The majority of polytechnics in Nigeria are synonymous with structural ruin, which is caused by neglect and mistaken prioritization on the side of both the government and community.
